Delivering the key note address at the workshop on National Intellectual Property Rights ( IPR) Policy.

At Science City, Ahmedabad.

Organized by GUJCOST and Dept of Science & Technology ( DST)

Department of Science and Technology, Government of India and Gujarat Council on Science and Technology(GUJCOST) organised a workshop on national Intellectual Property Rights policy. Chairman of Board of Advisors in Accuprec Research Labs Pvt Ltd and noted IP expert Padmin Buch presented keynote address in the event. GUJCOST is an initiative of Government of India and Government of Gujarat to act as a nodal organisation for the promotion and popularization of Science and Technology. Patent information Centre (PIC) has been set up under Gujarat council on science and technology at Gandhinagar in collaboration with Patent Facilitation Centre, Technology Information Forecasting and assessment (TIFAC), Department of Science and Technology, Government of India New Delhi. To standardise and formalize the situation in decision was taken for instituting of Patent Information Centre. The centre is providing various services like patent searches for Universities or institutes, Educational Institutes, individuals, private industries, autonomous bodies, financial and a legal assistant for fighting patent, copyright, design etc., analysis on patent information, awareness through seminars, lectures and workshops, supply of full text patent documents, technical and legal support for obtaining patents and also for post patent with respect to patentable inventions from Research funded by Department of Science and Technology or any Indian universities or Educational Institutes or any other Central or state government department of agency. Intellectual property in India is regulated by several laws rules and regulations under the jurisdiction of different Ministries. All departments authorities and officers administer the laws & legal provisions need to be implemented harmoniously so as to avoid conflict, overlap inconsistencies among them. It is necessary that authority concerned administer the laws in the coordination with each other in interest of efficient administration and user satisfaction. Legal, technological, economical and socio- cultural issues arise in different field of IPR, which is in interest with each other and needs to be addressed as resolved by consensus in the best public interest. International and bilateral negotiations require for developing a common national position in consultation with different Ministries authorities and stakeholders. Department of industrial policy and promotion shall be the nodal point to coordinate and guide. IPR scenario is dynamic and fast changing with increasing globalisation advancement of Technology is digital environment development imperatives and Global Public profile policy issues to build National capacity for providing thought leadership in the IPR field. Continuous policy research is also needed on empirical and topical IPR area of relevance with an interdisciplinary perspective at the national and international level. In order to harness full potential of IPR for economic growth, it is essential to develop increase pull of IPR professionals and export in the spores such as policy and low strategy development, Administration and enforcement. IPR expertise workers need to be developed and increased in industry Academy are legal practitioners, Judiciary, IP uses and civil society in additional there will be an assessment of multidisciplinary human and institutional capacity for the policy development teaching training Research and skill building.
